The Performing Arts Council
of San Carlos, a non-profit organization which was formed in 2001.
Activities: Presentation of a series of musical performances by
professional artists, annual concert series from December to April
each season. It is governed by a Board of Directors composed
of volunteers, and operates as a committee of Club Deportivo, San
Carlos. Mission: Propagate culture and provide quality entertainment
to the local community. Proceeds: Provide grants and musical instruments
to talented students. Tickets can be purchased outside Banamex-San

The Rescate Auxiliary
is the fund-raising arm of Rescate de San Carlos, A.C. The sole
purpose of the organization is to raise money to support the central
operation of the emergency and rescue facility. Funds are raised
by Casino Nights, Margarita Parties, Melodrama, Tianguis', Christmas
Lights event, Fish fry/Pork Roast, Grand Bazaar, Holiday Mercado,
sales of the Resident directory, and sales of cookbooks. Other funds
are donated to Rescate for the Tree of LIfe, whereby funds are put
into the Rescate endowment fund and only the interest is used. More
donations come from Last Wills and Testaments, and family members
of San Carlos residents. Please help keep Rescate one of the the

Rescate - "Big Board" -- Patronato de Rescate
Rescate in San Carlos has
been in existence since 1980 and is governed by a Board of Directors,
popularly called the "Big Board", named to distinguish
it from the auxiliary board. The functions of the "Big Board"
are to administrate the day-to-day operations of the facility ensuring
quality service to everyone, compliance with all laws, and adherence
to a set of bylaws and operational standards and guidelines. Funds
contributed are used to purchase supplies, hire personnel, pay wages
and taxes, train staff, purchase medicines, acquire ambulances,
and provide for maintenance of the facility and the ambulances.

The Mexican Constitution prohibits direct ownership of real estate by
foreigners in what has come to be known as the "restricted zone". The
restricted zone encompasses all land located within 100 kilometers
(about 62 miles) of any Mexican border, and 50 kilometers (about 31miles)
of any Mexican coastline. However, in order to permit foreign
investment in these areas, the Mexican government created the
"fideicomiso", which can be roughly translated as a real estate trust.
Essentially, this type of trust is similar to trusts set up in the
United States, but in this case a Mexican bank must be designated as
the trustee, and, as such, has title to the property and is the owner
of record. The Mexican Government created the "fideicomiso" to
reconcile the problems involved in developing the restricted zone and
to attract foreign capital. This enabled foreigners, as beneficiaries
of the trusts, to enjoy unrestricted use of land located in the
restricted zone. A "fideicomiso"
is a trust agreement created for the benefit of a foreign buyer,
executed between a Mexican bank and the seller of property in the
restricted zone. Since foreign buyers do not have the capacity to
enter into a normal real estate sales contract, due to Constitutional
restrictions, the bank acts on their behalf.
